Ladislav Lawrence “Larry” Prochaska was born in New York City on April 23, 1918. He worked as an airplane mechanic in New York before being inducted into the US Army in December 1943. Prochaska joined the MFAA Branch of the US Group Control Council (USGCC) in July 1945, serving as a file clerk. He was transferred to the message center of the Reparations, Deliveries, and Restitutions Division (RD&R) the following month.

Ladislav Prochaska died on February 24, 1995, and is buried in Prince George County, Virginia.
