J. Cheguillaume was an officer attached to the Restitution Division of the French Group Control Council. He served as a restitution official of the Mission militaire pour les affaires allemandes (French Military Mission for German Affairs). He was involved in interzonal negotiations regarding the shipment of French-owned works of art from Germany to France, including personal meetings and correspondence with American Monuments Men Lieutenant Colonel Mason Hammond and Captain Calvin Hathaway in Berlin. Lieutenant Colonel Cheguillaume also served as a secretary and French representative during meetings of the Cultural Works Committee of the Reparations, Deliveries and Restitution Directorate of the Allied Control Authority.
